Maintain a family type setting where children can develop  sound and secure emotionally.

 Promote family preservation through facilitating the speedy return of children to their natural family whenever it is possible. 

 Provide children with increased capacity for meaningful relationships with peers, family, and adults. 

 Maintain a healthy working relationship with the local community, as well as establish and maintain partnerships with other private and public agencies to enhance the quality of service provided by Levels. 

 Establish and maintain an array of quality assessments, treatments, counseling, and social work services to meet the needs of each child, regardless of age or behavior. 

 Establish and maintain a system to continually improve the skill, knowledge, morale, and efficacy of Levels staff.
